| ALAN BOLLARD Executive Director Asia Pacific Economic Cooperation Secretariat Dr Alan Bollard is the Executive Director of the APEC Secretariat based in Singapore, the body that promotes trade, investment and sustainable economic growth in the Asia-Pacific. Dr Bollard advances APEC’s agenda by executing APEC’s work programmes as mandated by Leaders and Ministers. Prior to joining APEC, Dr Bollard was the Governor of the Reserve Bank of New Zealand from 2002 to 2012. In that position, he was responsible for monetary policy and bank regulations, helping steer New Zealand through the global financial crisis. From 1998 to 2002, Dr Bollard was the Secretary to the New Zealand Treasury. As the government’s principal economic adviser, he managed the Crown’s finances and helped guide economic policy. He has served as New Zealand’s Alternate Governor to the International Monetary Fund, the Asian Development Bank and the World Bank. From 1994 – 2008, he was the Chairman of the New Zealand Commerce Commission. Prior to this from 1987 to 1994 he was Director of the New Zealand Institute of Economic Research. Dr Bollard has helped rebuild the famous MONIAC hydraulic model of the British economy. He has also designed a computer simulation game called OIKONOMOS where you play at being Minister of Finance. He wrote a best-selling account of the GFC called “Crisis: One Central Bank Governor and the Global Financial Collapse”. More recently he has published a novel entitled ‘The Rough Mechanical’. He is married to venture capitalist Jenny Morel and has 2 sons. Dr Bollard has a PhD in Economics from the University of Auckland. He has since been awarded several honorary doctorate degrees. In 2012 he was honoured as a Companion of the New Zealand Order of Merit. |
CHRIS HUMPHREY Executive Director EU-ASEAN Business Council Chris Humphrey is a Business Development and Government Relations professional with more than a decade of experience running business units throughout Asia, and over 20 years of experience of either working for or dealing with Governments and regulatory authorities. Chris began his varied professional career as a UK Civil Servant where, amongst other things, he was a Private Secretary to a Minister and an Air Services Trade Negotiator covering the Asia Pacific Region. After leaving Government, Chris moved to the private sector working initially in the Government and external relations teams at two British airlines, before moving to Shanghai, China with Virgin Atlantic where he headed up the airline’s China operation and oversaw the rapid expansion of their business in China. Whilst in Shanghai, Chris also sat on the Executive Committee of the British Chamber of Commerce. After a short spell in Hong Kong with Virgin, Chris then joined a UK based security and defence group where he led their Asia Pacific team for over five years and was instrumental in them getting contracts with the Japanese and Singapore Governments and also with SOEs in China. More recently Chris has been acting as a consultant assisting start-ups in Asia with their business and corporate development before joining the EU-ASEAN Business Council in June 2014. | |
| ALADDIN RILLO Senior Economist Asian Development Bank Institute Aladdin D. Rillo joined ADBI in May 2013. Prior to that he worked at the ASEAN Secretariat in Jakarta for more than ten years where he served in various positions, including as Director and Chief Economist of the ASEAN Integration Monitoring Office. His other professional experiences include: Senior Manager and Head of Centre for Economic Excellence (Transfer Pricing) at PricewaterhouseCoopers in Toronto, Canada; international consultant at Asian Development Bank; Assistant Vice President and Chief Economist at Development Bank of Singapore Securities Philippines; and visiting lecturer at Chinese University of Hong Kong and Varna University of Economics in Bulgaria. His areas of interests are in regional economic integration, including financial integration and cooperation and monitoring of economic integration. He obtained his MA and PhD degrees in economics from the University of Hawaii at Manoa. |
MICHAEL EWING-CHOW Associate Professor National University of Singapore Michael Ewing-Chow is an Associate Professor and WTO Chair at the Faculty of Law, National University of Singapore (NUS) as well as the Head, Trade/Investment Law & Policy at the Centre for International Law (CIL), NUS. He has First Class Honours degree in law from NUS and a Masters from Harvard Law School. Michael worked in Allen & Gledhill before joining NUS where he started the first World Trade Law course in Singapore and was involved in the negotiations for some of Singapore’s early FTAs. He has been a consultant to the Singapore Government, the ADB, ASEAN, the UN, the World Bank and the WTO. Michael has advised government officials all over the world on trade and investment law as well as corporate governance. He also assisted the Singapore Company Law Reform and Frameworks Committee in 2001 with a major overhaul of corporate law and in 2008 was appointed to a Working Group of the Steering Committee to review of the Companies Act. He has taught in a number of universities in Asia, Europe and Latin America and was a Fellow at NYU. | |
CHRISTOPHE BERNASCONI Secretary General the Hague Conference on Private International Law Christophe Bernasconi joined the Permanent Bureau of the Hague Conference on Private International Law in September 1997 as secretary. He became first secretary in May 2000 (first in rank in December 2001), deputy secretary general in July 2011, and secretary general on July 1 2013. He holds a law degree from Fribourg University in Switzerland (magna cum laude; bilingual German and French), an LLM degree from McGill University in Montreal (Canada) in comparative law (with a Master's Thesis on Oligopolies in unfair competition law), and a doctoral degree from Fribourg University (summa cum laude). Prior to assuming his function as secretary general, he had primary responsibility for all work relating to the legal and administrative cooperation Conventions (Apostille, Service, Evidence, Access to Justice) and the finance law Convention (Securities), and was also closely involved in the work relating to the family law and commercial law Conventions. He has been responsible for numerous special commission, experts and working group meetings. He is also the designer and principal administrator of the groundbreaking and successful electronic Apostille Program (e-APP).

SIMON TAY Chairman Singapore Institute of International Affairs and Senior Consultant Wong Partnerships Simon SC Tay is a public intellectual as well as private advisor to major corporations and policy-makers. He is Chairman of the Singapore Institute of International Affairs, the country’s oldest think tank and founding member of the ASEAN network of think-tanks. An independent, civic institution, the SIIA was ranked by an international survey as No 1 in ASEAN for 2013 and 2014 and advised the Myanmar government on its ASEAN chairmanship in 2014. He is concurrently Associate Professor, teaching international law at the National University of Singapore, whose law school is rated in the top 10 globally. He has also taught as a visiting professor at Yale University, the Fletcher School and Harvard Law School. | |
SHIVAJI DAS Senior Vice President and Global Head, Public Sector Frost & Sullivan Shivaji Das is a Senior Vice President with Frost & Sullivan’s Consulting Practice since 2006. He is currently heading the Public Sector Consulting practicoe for Frost & Sullivan globally. Shivaji has over 10 years of experience in strategy consulting and his focus areas include: Economic modelling, Public policy development, Demographic sciences, Cross-border Trade and Investment, and Spatial planning. He has advised several public sector clients such as the World Bank, Infocomm Development Authority of Singapore, Governo do Distrito Federal (Brazil), Indonesia Investment Coordination Board (BKPM), Economic Planning Unit (EPU) etc. Shivaji is the author of the book “Journeys with the caterpillar: Travelling through the mystical islands of Flores and Sumba, Indonesia.” His photographs have been selected for solo exhibitions at Singapore, Malaysia, and the USA. THOMAS MCNUTT Head of Government and Public Affairs American Chamber of Commerce –Singapore Tom serves as liaison between businesses in Singapore and the Singapore government and U.S. government entities in Singapore and the United States. He is responsible for engaging with members to conduct economic climate surveys, policy studies, and Singapore, U.S., and Regional advocacy efforts. He is also tasked to increase AmCham’s presence in the region through conducting business missions and engaging with partners in the region. As Tom is also licensed to practice law, he worked as a Legal Consultant for the Global Projects Team at Wikborg Rein in Oslo prior to joining AmCham Singapore. While there, he specialized in the development and financing of energy projects worldwide. He has also worked at the Norwegian Centre for Human Rights, the World Security Institute, a Washington DC think tank, writing legal articles related to security issues, and in the Government operating group of Accenture’s Washington DC office. Tom received a B.A. in History from Wake Forest University, an L.L.M. in Public International Law from the University of Oslo, and a J.D. from Wake Forest University. | |
ANDREW MCCONVILLE Head of Corporate Affairs, Syngenta Asia Pacific Andrew McConville has been Head of Corporate Affairs for Syngenta in the Asia Pacific since 2008. Based in Singapore, he is responsible for the management of the company’s reputation and stakeholder relationships across the region in government and public affairs, public policy and partnerships, media relations, internal communications, community relations, corporate responsibility and issues and crisis management. Andrew has 20 years of experience in agricultural issues management, public relations, and corporate affairs. He has worked in the private sector—both corporate and consulting—and also spent several years working in government, managing issues and stakeholders in the Asia Pacific region, the United States, Europe, and South America. Andrew holds a first class honors degree in Agricultural Economics from the University of New England and a Master of Science in Agricultural Policy from Oxford University. | |
SARBJIT SINGH Head of Dispute Resolution Practice Duane Morris & Selvam Sarbjit Singh Chopra practices in the area of commercial litigation and arbitration. He has handled a wide range of cases from construction disputes to defamation suits. Mr. Chopra has acted in numerous matters in the High Court and the Court of Appeal over the years, including acting for solicitors before the Inquiry Committee of the Law Society. Sarbjit has also acted for foreign companies, including a listed foreign airport operator against local media for defamation. He has undertaken substantial projects for various clients and these include involvement in tenders for structural projects (eg. the Mass Rapid Transit (MRT), telecommunication contracts and construction of power plants) and matters related to joint ventures. Mr. Chopra was admitted as a Barrister-at-Law (Gray's Inn) and has been in practice as an Advocate & Solicitor of the Supreme Court of Singapore since 1984. He has successfully completed a course in arbitration law and practice conducted by the Chartered Institute of Arbitrators and Singapore Institute of Arbitrators and has worked on several arbitration matters. ANGELA MANCINI Director, Global Client Services for Southeast Asia Control Risks Angela is a Certified Public Accountant (CPA), formerly with Deloitte & Touche, and has worked in financial services and economic development for 20 years. She has been posted in Russia, Indonesia, and Egypt, and has worked in India, China, Eastern Europe and sub-Saharan Africa. Her technical specialties are economic development, governance, anti-money laundering policies and audits, anti-corruption, compliance and financial risk management consulting.Prior to this role, she was based in New York City where she managed Control Risks' Global Client Services practice for the US East Coast and eastern Canada, and led Control Risks' Financial Services practice in the Americas. | |
YEO LAY HWEE Director European Union Centre Dr YEO Lay Hwee is Director of the European Union Centre in Singapore since 2009. She is also Council Secretary and Senior Research Fellow at the Singapore Institute of International Affairs (SIIA), and Adjunct Fellow at the S Rajaratnam School of International Studies (RSIS), and teaches part time at the National University of Singapore. Lay Hwee sits on several Academic Boards. She is a member of the Advisory Board of the Centre for European Studies at the Australian National University (ANUCES), the Advisory Board of KU Leuven’s Master in European Studies (MAES) Programme; and the International Advisory Board for the Centre for Asia-Pacific Studies, Tallinn University of Technology. She is also a member of the Scientific Expert Panel of the Southeast Asia-EU Net, a research network funded under Framework Programme 7 (FP7) of the EU. Lay Hwee is also active in various Asia-Europe networks such as the Agora EU-Asia Network, and the EU-East Asia Think Tanks dialogue. Since June 2011, she has been appointed the Co Editor-in-Chief of the Asia Europe Journal published by Springer. | |
JAYANT MENON Lead Economist, Trade and Regional Cooperation Asian Development Bank Jayant Menon is Lead Economist in the Office for Regional Economic Integration at ADB, where he works on trade, international investment and development issues, and leads the Trade Team. He holds adjunct appointments with the Australian National University, University of Nottingham, UK and Cambodian Institute for Cooperation and Peace, and serves on the Advisory Board of the University of Nottingham Campus in Malaysia. Prior to joining ADB, he worked as an academic in Australia for more than a decade, mainly at the Centre of Policy Studies at Monash University in Melbourne. He is the author or co-author of more than one hundred academic publications, mostly on trade and development, and particularly as they relate to Asia. | |
ELEAZAR RICOTE Deputy Executive Director Philippine Public-Private-Partnership Centre Eleazar E. Ricote is Deputy Executive Director at the Philippine Public-Private-Partnership (PPP) Center. He is specifically managing the Center’s various units tasked with PPP capacity building, policy formulation and evaluation, project review and evaluation, contract/project monitoring and management, knowledge and information systems management, and public communications. Eli is the main resource person of the Center’s capacity building programs for implementing agencies and local government units, and is lead officer managing technical assistance programs (TA) to the PPP Center from development partners/agencies such as ADB, WB, JICA, etc. He has more than 15 years of professional experience in BOTs and PPPs - in all aspects of policy, process and institutional review and reforms, capacity building and knowledge management, project development and structuring, procurement, project and contract management and monitoring. He is a recognized PPP professional in the country and in the region. He has represented the PPP Center in numerous national and international PPP conferences and workshops on infrastructure and PPP policies institutions and programs, project opportunities, challenges, best practices and innovations. In 2013, he was panel chair of the first session of the APEC 2nd workshop on infrastructure in Indonesia. In 2014, he chaired and moderated the session on country PPP programs during the first ASEAN PPP networking forum in Manila. Eli has a bachelor’s degree in political science and a master’s degree in public administration from the University of the Philippines (UP) where he is also currently finishing his doctorate degree in public governance. He completed PPP courses on concessions contracts from the UNESCAP. In 2014, he also completed an executive course on infrastructure and PPPs from the Harvard Kennedy School. | |

DENIS HEW Director, Policy Support Unit Asia Pacific Economic Cooperation Dr Denis Hew is currently the Director of APEC Policy Support Unit (PSU). In this position, he is responsible for the work program and operations of the PSU, which is the research and analysis arm of APEC. Before taking up his current appointment, Dr. Hew was Regional Cooperation Specialist at the Asian Development Bank (ADB), where he managed technical assistance and coordinated efforts on regional cooperation and integration in the Southeast Asia department. From 2001 to 2008, Dr. Hew was Senior Fellow and Program Coordinator (Regional Economic Studies) at the Institute of Southeast Asian Studies (ISEAS) Singapore. He was also for many years the Managing Editor of the ASEAN Economic Bulletin, a leading academic journal that focuses on policy-relevant economic issues in Southeast Asia. Dr Hew has written extensively on regional economic cooperation and integration, especially in ASEAN and the Asia-Pacific region. Dr Denis Hew holds a BSc (Hons) in Economics from the University of Warwick, United Kingdom and MSc and PhD in Finance from the University of Manchester, United Kingdom. | |

Rajaratnam School of International Studies Dr. Kaewkamol Pitakdumrongkit is an Assistant Professor at the Center for Multilateralism Studies, at S. Rajaratnam School of International Studies (RSIS) of Nanyang Technological University, Singapore. She completed her MA and PhD in Political Science at the University of California, Santa Barbara, U.S.A. Before joining RSIS, Karen assisted Kenan Institute Asia in analyzing trade and industry data concerning the impact of the proposed EU-ASEAN Free Trade Agreement on Thailand’s industries. Her research interests include international economic negotiations, East Asian economic governance, relationships between regional and global economic governance, ASEAN Economic Community, and political socialization. Beside research, Dr. Kaewkamol teaches a course on the Political Economy of Southeast Asia at the RSIS International Political Economy programme. |
