年利达律师事务所担任海南省政府国际及香港特别行政区法律顾问，协助其发行50亿元人民币地方政府债券，该笔债券将在香港联交所挂牌上市。

这是海南省政府首次发行境外地方政府债券，也是中国内地地方政府首单蓝色债券及首单可持续发展债券。

年利达在新闻稿中表示，作为海南省政府在国际资本市场上的首次亮相，本次债券发行获得了各类境外投资机构的广泛关注和踊跃认购，反映出海南自由贸易港对境外投资者较强的吸引力。债券募集资金将投向海洋环境保护、绿色经济发展和民生保障等领域。

Linklaters on Hainan Provincial Government’s debut on global capital markets

Linklaters has advised China’s Hainan Provincial Government on its $ 695 million offshore multi-series bond issuance – the first offshore bond issuance by the Hainan government. The transaction also marks the first blue bond and the first sustainability bond issuance by a local government in mainland China. The bonds will be listed on the Hong Kong Stock Exchange.

The inaugural issuance was oversubscribed by international investors – a reflection of the strong investor appetite for the development and construction of the Hainan Free Trade Port, as well as the confidence of global investors in China’s economy.

The Linklaters team was led by Asia managing partner William Liu and capital markets partner Michael Ng, who were both involved in the offshore bond issuances of both the Shenzhen Municipal Government of China and the Guangdong Provincial Government of China.
