As Counselor of the PPC Secretariat, Sakamaki has been developing and implementing the PPC’s international policy and measures to promote the cross-border personal data transfer and protection while advising the commission members on determining and adopting the PPC’s overall strategy and organizational goals. Prior to joining the PPC in June 2016, as a visiting scholar at Stanford University, he pursued an academic study and analysis on the impact of the world crisis originating in North America and Europe on investments in the Asian economies with respect to not only foreign direct investment (FDI) but also private-sector financial institutions’ investment in Asian stock exchanges and other capital markets.In the field of information security, from 2013 to 2015, he was managing a Ministry of Finance (MOF)’s office to oversee the development and implementation of procedures and practices for measuring and monitoring information security risk incurred by the MOF’s Regional Finance Bureaus’ information systems and networks.

Alex Chachkes, a partner in the New York office, is a member of both the Intellectual Property Group and the Supreme Court and Appellate Litigation Group. Alex focuses on the litigation of complex intellectual property actions, primarily patent actions. Alex's cases have involved technologies such as telecommunications, microprocessors, wireless devices, computer peripherals, video games, pharmaceuticals, recombinant DNA technology, chemicals and protein science. Alex has tried numerous cases before the United States district courts and the International Trade Commission. Alex also practices before the Patent Trial and Appeal Board. Alex is frequently quoted in the media on intellectual property law issues, including in the Wall Street Journal and the New York Times. Alex is on the Board of the Legal Aid Society. He also is active in pro bono matters, including through Legal Aid (from whom he received a Pro Bono Publico Award in 2017), the New York County District Attorney's Office and Lawyers for Children. Alex has also represented pro bono St. Bartholomew's Church of New York and individual artists and artisans. Prior to law school, Alex was a researcher with United Technologies International Operations in Tokyo, Japan, and a laboratory researcher at the Tokyo Institute of Technology in Yokohama, Japan.

Sandeep Jadav is the Regional Lead for Technology in Asia at FTI Consulting and is based in Hong Kong. Sandeep has over 18 years of experience working in forensic technology alongside top global law firms, corporates, financial service institutions and investigatory agencies. Prior to joining FTI Consulting, Sandeep worked as a Director at a “Big Four” in London overseeing an unprecedented period of growth in the Forensic Technology and Discovery Services team, winning and delivering large eDiscovery, digital forensics and cyber projects. Prior to that he was Head of Computer Forensics at CRA International. Sandeep has extensive experience in delivering projects across the whole of the forensic technology spectrum including:
- Acting as the lead in a co-ordinated global data collection that spanned over 15 countries and 500 custodians for a large multinational car manufacturer;
- Working with a top US law firm under OFAC (Office of Foreign Assets Control) orders to collect, link and investigate multiple terabytes of structured and unstructured data in relation to a multi-million dollar payments going in and out of sanctioned countries in the Middle East;
- Engineering and leading the on-site “clean-up” team following the most famous hack in history at a large global entertainment company, allowing the client to resume normal business within days;
- Giving evidence at the International Court of Arbitration following the identification, collection, processing, review and electronic disclosure of 10 terabytes of data in relation to an international dispute between companies in India and Italy; and
- Helping win and deliver the largest eDiscovery case in Europe, a £700 million dispute between the NHS and a large global technology firm that has run for over nine years.

Ying-Hon is a senior attorney at the Corporate and Investment Department. He represents many Japanese clients in their Taiwan investment projects. He specializes in company law compliance, contract review, and due diligence. He also has substantial experiences in IP cases and labor issues.He has assisted cases involving trademark, copyright and fair trade practices, and has been active in labor dispute resolution. He previously worked as attorney at Taiwan International Patent & law office and Lin & Shih Attorneys-at Law. He obtained his LL.B degree at National Taiwan University and went Graduate School for Law and Politics at Tokyo University. He is part of Taiwan Bar Association and can speak Mandarin, Japanese and English.

He teaches a wide range of subjects including Comparative Corporate Law, International Business Transactions, and Corporate Governance and Risk Management. David’s research interests focus on corporate law, corporate governance and energy law and regulatory policy. From 2012 to 2015, David co-founded and served as CEO/Representative Director of Deneb Renewable Energy KK, a developer of solar power projects under Japan’s feed-in-tariff (FIT) for renewable energy. David previously served as a partner of Morrison & Foerster LLP, resident in Tokyo, and of O’Melveny & Myers LLP, resident in Los Angeles, Washington DC, and Tokyo. He was recognized by industry publications as a leading lawyer in the corporate/M&A and investment funds areas.
Megumi Azuma

As chief Regulatory & Compliance Counsel, Megumi covers various regulatory and compliance related matters of GE’s businesses in Japan, including compliance trainings and investigations. Megumi also serves as the Japan lead of internal concern reporting program. In that capacity, she has been leading the initiatives to promote the program and ensure proper handling of the concerns raised. She started her professional career at a legal department of one of Japan’s largest trading companies, then joined a major US law firm where she focused on general corporate matters and M&A in Tokyo and in New York. Before joining GE in 2006, she also worked for the Ministry of Foreign Affairs Japan, where she negotiated and drafted free trade agreements. She has been in charge of managing her team as well as handling matters such as cross border M&A, dispute resolutions, compliance program management both in global and local level, all on top of managing general in-house matters such as labour disputes, privacy laws, corporate secretary matters, and contracts review. Mr. Tagaya is the General Counsel, Strategic Legal Section of JERA Co., Inc. (“JERA”), which is a joint venture between Tokyo Electric and Chubu Electric, and now one of the largest energy companies in Japan, encompassing the entire energy supply chain from upstream fuel investment and fuel procurement through power generation. Prior to joining JERA, Mr. Tagaya worked for a Japanese governmental financial institution (JBIC) and was involved in oil & gas and power project financing in Asia and Middle East. Mr. Tagaya also spent time as Principal Counsel at an international financial institution (EBRD) in London and was involved in development financing in Eastern Europe and Central Asia. He was awarded ALB (Asian Legal Business) Japan “In-house Lawyer of the Year” in 2017.
Pamela Yeo

Pamela Yeo is General Counsel of AIG Asia Pacific, based in Tokyo. She is responsible for corporate governance, legal and regulatory affairs of the general insurance business operations and services entities across sixteen geographies and jurisdictions. Pamela also serves on four of the AIG subsidiaries’ boards. In 2017 she led her team to win two awards, the Insurance Legal Team of the Year and the International Legal Team of the Year, Asia at The In-House Community Counsels of the Year Awards 2017. Pamela has been with AIG since October 2004 when she joined the Legal & Compliance department of AIG APAC Holdings Pte. Ltd.. In 2006, she was made Regional Counsel, and became responsible for the legal and regulatory affairs of Southeast Asia and leadership of counsel across that territory. In 2010, Pamela was appointed General Counsel of Asia Pacific (excluding Japan). In 2012, her responsibilities enlarged to include AIG Japan. Prior to joining AIG, Pamela was in private practice for 12 years mainly in the areas of corporate finance, corporate law, insurance litigation and general litigation. In 2002, she moved on to assume an in-house regional legal position in Unilever Asia Pte. Ltd. Pamela holds an LL.B. (Hons) from the National University of Singapore, and was called to the Supreme Court of Singapore in 1990. Out of the office, Pamela conducts personality assessments for friends as a certified administrator of the Myers Briggs Type Indicator. She is also open to sharing an educational experience in Bungee Jumping. She derives great joy in being in the outdoors, and a tremendous sense of peace in her weekly pilgrimages to church in Tokyo.
