Event Overview
Arbitration as an ADR mechanism has been steadily gaining traction across the Asia Pacific region. This is in particularly accelerated by the several recent legal developments and regulatory changes such as Third Party Funding legislations and Investment Treaties. In addition, the quality of arbitration centres in the Asia Pacific region have been constantly improving and being extensively promoted both directly and indirectly through arguments that arbitration is a much more cost and time effective way of resolving disputes as compared to traditional ways such as litigation which can at times prove to be costly.

Opening Keynote Speaker

Lim Seok Hui, Chief Executive Officer, Singapore International Arbitration Centre (SIAC)

As the Chief Executive Officer, Ms Lim is responsible for the overall management and operations of SIAC, including business development. She formerly practised in Singapore and Hong Kong SAR as a corporate and M&A lawyer with international as well as Singapore law firms, and has also held General Counsel positions in various multinational corporations. She is called to the Singapore Bar and the Bar of England & Wales, and is also admitted as a solicitor in England & Wales and Hong Kong SAR. Ms Lim previously held a concurrent role as the first Chief Executive Officer of the Singapore International Mediation Centre (SIMC), and currently sits on the Board of Directors of SIMC.

Stanley Park, Managing Director/Head of Legal – Asia Pacific, Scotiabank

Stanley Park is Managing Director and Head of Legal - Asia Pacific Region for Scotiabank's Global Banking and Markets Division. He is based in Singapore and is responsible for all legal matters across the region, including China, Japan, Korea, India, Australia, Malaysia, Hong Kong and Singapore. Among other responsibilities, Stanley provides (i) transactional advice and support to the Bank's businesses related to capital markets, investment banking, commodities, corporate lending/trade finance and global transaction banking; (ii) regulatory advice and support re the Bank's businesses; (iii) management of litigation and disputes; (iv) advice and support to the Bank's internal or proprietary functions (including proprietary investments, HR matters, Finance); and (v) participation in corporate governance or oversight.

Prior to joining Scotiabank, Stanley was with Cleary, Gottlieb, Steen & Hamilton and Coudert Brothers in NYC, from 1992 - 2001; with Salomon Smith Barney and UBS Securities in Tokyo from 2001 - 2007; with DKR Oasis, as Chief Compliance Officer, in Hong Kong in 2008; with Barclays Global Investors, as General Counsel, in Tokyo from 2009 - 2010; and with Daiwa Capital Markets, as Senior Legal Counsel, in Singapore and Hong Kong from 2011 - 2014. Stanley graduated from Princeton University with a Bachelor of Arts degree in Economics in 1985 and received his law degree from the Harvard Law School in 1988, where he served as an editor of the Harvard Law Review.  Stanley has been a member of the New York State Bar since 1994.

 

Michael D. Lee, Vice President, International Centre for Dispute Resolution – Singapore (ICDR)/ American Arbitration Association

Michael is the Head of ICDR/AAA’s Asia office in Singapore, Mr. Lee is in charge of the Association’s Asia region operation including China, Hong Kong, Taiwan, Korea, Japan, India, Malaysia, Vietnam, and many more. Primarily, Michael oversees the entire operation of the Association’s Asia office and leads the Association’s efforts in cultivating ties and developing business opportunities. 

He is also in charge of many ICDR/AAA educational programs for the corporate counsel, the Association’s international panel of neutrals, and practicing attorneys in Asia region. For the corporate counsel, Mr. Lee regularly speaks on educational programs such as conferences, seminars and workshops to share findings on different research projects on dispute management and business negotiation and to explain the Association’s comprehensive rules and process.

Mr. Lee is a NY attorney with LL.M. degree in International Commercial Arbitration from Stockholm University Law School in Sweden and J.D. degree from St. Thomas University Law School in Florida. He has also previously served as the Chair of Legal Committee for AMCHAM (American Chamber of Commerce) Singapore from 2009 to 2016.

 

Siong Koon Sim, SVP/General Counsel Asia Pacific, Electrolux S.E.A. Pte Ltd

Siong Koon Sim, SVP/General Counsel Asia Pacific with Electrolux S.E.A. Pte Ltd, practiced law in the early stage of his legal career before leaving private practice to pioneer a legal section at NEC Singapore, a Japanese electronics and IT conglomerate. After completing a successful career in NEC, he was hired as the group legal manager of a then public listed company in Singapore to lead and structure several significant power plant and oil pipeline projects in Asia. After almost 4 years, Siong Koon re-entered the IT industry as the first General Counsel for Sun Microsystems Asia South, before leaving for special assignment to Beijing as General Counsel for Sun Microsystems Greater China and finally assuming the role of General Counsel Asia Pacific. After spending almost 11 years at Sun in various roles including managing a team of seasoned attorneys and a global outsourcing legal team, Siong Koon switched to a different industry and culture and is currently the SVP and General Counsel Asia Pacific for Electrolux tasked with, inter alia, building the department from scratch and providing pro-business legal support, trusted governance guidance and strategic advice.

 

Hazel Tang, Counsel, International Chamber of Commerce, International Court of Arbitration SICAS

Hazel Tang is the Counsel in charge of the International Chamber of Commerce (ICC) International Court of Arbitration case management team in Singapore. Before that, Hazel was the centre director of the Singapore International Mediation Centre, and an accredited mediator in Singapore and Shanghai. Hazel was also a partner with a leading Singapore law firm with a regional presence and was based in China for a period. Hazel’s experience covers a wide range of contentious and non-contentious work in the construction and infrastructure industry, and she has effectively represented clients in international arbitration, litigation, adjudication and mediation proceedings. She is proficient in English, and Mandarin.

 

John K Arthur, FCIArb, Barrister and Member of the Victorian Bar

John is a barrister and member of the Victorian Bar of over 28 years standing. An experienced advocate, his principal area of practice is dispute resolution, including general commercial litigation, contract, sale of land, property, equity, professional negligence, corporations, insolvency, succession and ADR. John is a Fellow of the Chartered Institute of Arbitrators (FCIArb), ACICA, and AiADR, and a National Councillor and Treasurer of CIArb (Australia). He is empanelled with AIAC as an arbitrator, adjudicator and mediator and is a member of The Malaysian Institute of Arbitrators.  John is a co-author of Civil Procedure Victoria, Lexis Nexis and Australian Uniform Evidence, Lexis Nexis. He is a member of Executive Committee of the Asian Australian Lawyers Association, and a member of the IBA, Law Institute of Victoria, Asialink Chairman's Club, and Legal Friends of the Recital Centre . 

 

Paul Fredrick, General Counsel - East Asia & Japan, Schneider Electric

Paul leads a team of 9 lawyers based in 6 countries and together they handle all legal and compliance matters for US$ 1.8 billion of commercial operations annually in Singapore, Japan, South Korea, Indonesia, Taiwan, Malaysia, Thailand, Vietnam, Philippines, Mongolia, Brunei, Cambodia, Myanmar, Laos and Timor-Leste. Paul and his team manage all litigation and dispute matters that arise in these 15 countries. 

Paul serves on the Leadership Team for the A-P Regional Legal Group and also leads the Compliance Council (comprised of senior management for the EAJ Zone) that addresses all ethics cases that arise from the 12,000 employees in this region.  

Before joining Schneider Electric, Paul worked for Chevron Corporation in Singapore and Houston handling energy transactions and projects throughout the Asia-Pacific region and elsewhere globally.   Paul worked in Tokyo for thirteen years including seven years as General Counsel of ITOCHU Oil Exploration Co.  Paul has practiced with major international law firms in Japan and the U.S.   Paul graduated from the Indiana University School of Law and DePauw University and is a member of the State Bars of California, Indian and Hawaii.

 

Stephen Trevis, Managing Director, Head of Markets Legal Asia Pacific and South East Asia Legal, Barclays Capital Inc.

Stephen Trevis is a Managing Director and Head of Markets Legal Asia Pacific and South East Asia Legal.

Stephen joined Barclays’ Singapore office in February 2007, and was originally responsible for managing the Legal teams in Asia that supported Barclays Capital’s FICC and Loans businesses, dealing with Infrastructure and Company Secretarial matters. Prior to joining Barclays, he worked at Standard Chartered from 2003-2007, Deutsche Bank from 1997 to 2003 and Clifford Chance in London, Tokyo and Hong Kong from 1992-1997.

Stephen is the Diversity Committee Chairperson at the British Chamber of Commerce and an affiliate member of WiN Singapore.

Outside of work, Stephen plays the electric guitar with his band, Crawford, and performs in pubs to adoring fans (including his wife and two daughters).

 

 

Kevin Nash, Deputy Registrar & Centre Director, Singapore International Arbitration Centre

As Deputy Registrar & Centre Director of the Singapore International Arbitration Centre (SIAC), Kevin assists with the administration of all cases filed with SIAC and the supervision of SIAC’s multinational Secretariat.
 
Since joining SIAC in 2012, Kevin has overseen the administration of more than 1,000 international cases under all versions of the SIAC Rules and has significant experience in SIAC cases conducted under the Expedited Procedure and applications for the appointment of an Emergency Arbitrator. He also worked closely on the revisions to the SIAC Rules 2013, the SIAC Rules 2016 and the SIAC Investment Arbitration Rules 2017.

 

 

Jonathan Tay, Legal Counsel, Singapore Technologies Engineering Ltd.

Jonathan Tay is a Legal Counsel of the ST Engineering Group with particular experience in the commercialisation of technology in areas including Information and Communications Technology as well as Cybersecurity.  Jonathan graduated from King’s College London with a Bachelor of Laws Degree and was called to the Singapore Bar. Thereafter, he commenced private law practice as a commercial litigation lawyer before undertaking corporate and commercial non-contentious work as well.
