中伦律师事务所近日迎来廖小新律师以合伙人身份加盟其香港办公室，加盟前，廖律师曾任苏利文·克伦威尔律师事务所资深律师。

廖律师在香港资本市场领域拥有丰富经验，包括香港首次公开发行、香港债券发行、香港上市公司公开收购、私有化以及香港上市公司常年合规等业务，曾代表发行人及保荐人参与各类型证券发售及其他企业融资项目，包括新世纪医疗、中智全球、慕尚集团、北京汽车、东方大学城等香港IPO项目。他也为客户就跨境收购兼并以及私募股权投资提供服务。

廖律师也有多年在中国大陆执业的经验，为跨国企业就在华外商直接投资、合资、外汇管控、雇佣等提供咨询。他也曾为跨国金融机构就项目融资、债务重组等提供意见。

Zhong Lun hires cap market expert from Sullivan in HK

Zhong Lun Law Firm has hired Jaycen Liao as partner in its Hong Kong office. Liao joined from Sullivan & Cromwell, where he was a senior associate.

Liao’s practice focuses on Hong Kong capital markets matters such as IPOs, bond offerings, take-overs, privatizations and securities regulatory compliance. He also advises clients on cross-border M&As and private equity investments.  

Liao also has years of practising experience in mainland China where he advises multinationals on matters including foreign direct investment, joint ventures, foreign exchange control, employment, and land and planning permission. He also advises international financial institutions on matters in relation to syndicated loan, project finance, receivables financing and debt restructuring.

“Jaycen will greatly enhance the depth of the Hong Kong office with his strong capital markets experience,” the firm stated in one press release.
