Covington & Burling has hired experienced life sciences lawyer Shaoyu Chen to be managing director of the firm’s food and drug practice in China.

Chen's previous roles include stints as the assistant chief counsel at the U.S. Food and Drug Administration; senior counsel at human therapeutics company Amgen Inc. and chief compliance counsel for GE Healthcare (China).

A graduate of the University of Nebraska College of Law, Chen’s clients include cosmetics, medical device and food manufacturers, as well as pharmaceutical and biotechnology companies. Prior to his current appointment, Chen advised on the policies of both US FDA and China’s State Food Drug Administration, as well as legal questions arising from procedures such as clinical trials, manufacturing practices, pharmaceutical advertising and marketing approval. Chen is also an experienced advisor in Foreign Corrupt Practice Act and China’s Anti-Unfair Competition Law compliance.
