Silicon Valley law firm Cooley has opened an office in Beijing, its second in China, and has hired Xun Zeng from Ropes & Gray as its first resident partner.

Cooley established its Shanghai office in 2011. With Zeng’s addition, the firm now has 13 lawyers in China, including five partners.

Zeng’s practice is focused on the formation, structuring and operation of private equity, venture capital and co-investment funds. She will be part of Cooley’s global venture capital practice.

The firm has worked with private investment fund clients over three decades, said Mike Lincoln, global chair of Cooley’s business department, in a statement. “We can now deliver on-the-ground legal resources in China’s capital city as we further expand our international capabilities.”

Cooley’s expansion in China comes as several U.S. firms have shrunk their presence there or exited the country entirely. Troutman Sanders is set to pull out of Asia later this year with the closure of its offices in Beijing, Shanghai, as well as Hong Kong. Last year, Winston & Strawn consolidated its Beijing office to its Shanghai and Hong Kong offices. The year before that, Cadwalader Wickersham & Taft said it was packing up its offices in Beijing and Hong Kong, effectively exiting Asia. And in 2015, Fried, Frank, Harris, Shriver & Jacobson departed from the region by shutting down its Hong Kong and Shanghai offices.
