总部位于新泽西州的美国Archer & Greiner律师事务所近日开设了休斯顿办公室，并新设中国业务组。该业务组未来将由Archer合伙人Steve Packman，以及新加盟合伙人欧建刚律师共同领导。
Chen Ying及Brian M. Gargano两位律师同时以合伙人身份加盟新设业务组。他们和欧律师都来自休斯顿的BOGC Legal PLLC律师事务所。
根据该所的一份新闻稿，Packman律师就诉讼及破产程序，服务过大量中美两国客户。他还曾代表中国太阳能电池板企业在美提出首个破产申请。
欧、陈、Gargano三位律师则在复杂跨境争议解决、破产、知识产权、外国判决及仲裁执行、商业咨询及中美并购交易领域有着广泛经验。他们服务的产业包括制造业、医药及医疗器械行业、石油业、农业水产业、新能源行业等。
欧律师和陈律师早年都于中国开启他们的律师执业，欧律师曾任职于杭州天册律师事务所；陈律师任职于锦天城律师事务所杭州办公室。
Packman在一段采访中说：“大量的在美中国客户需要法律服务……我们的目标是服务于与中国相关的中等规模业务。”他同时提到，与供应链相关的诉讼是潜在的业务增长点。
休斯顿办公室外，Archer还在全美拥有8家办公室、超过170名律师。
U.S. firm launches China practice with three new partners
New Jersey-based law firm Archer & Greiner has launched a new Houston office, which will house its new China practice group. The group will be co-chaired by Archer partner Steve Packman and its new Houston partner, Ou Jiangang (James).
Houston attorneys Chen Ying and Brian M. Gargano have also joined this new business group as partners. All three were previously practicing with BOGC Legal PLLC in Houston, which was co-founded by Ou.
According to the firm’s press release, Packman has extensive experience working with China and U.S.-based clients in various litigation and insolvency proceedings. He has represented Chinese solar panel companies in a first-of-its-kind bankruptcy proceeding in the U.S.
Meanwhile Ou, Chen and Gargano have extensive experience in complex cross-border commercial litigation and arbitration, bankruptcy, intellectual property, enforcement of foreign country judgments and arbitral awards, business counseling and US-China mergers & acquisitions. Their legal experience spans industries including manufacturing, pharmaceutical, medical devices, petroleum, agriculture, aquaculture, alternative and renewable energy, among others.
Both Ou and Chen started their careers in China, Ou with Hangzhou T&C Law Firm and Chen with AllBright Law Offices’ Hangzhou office.
Packman says in one interview that “there are plenty of clients in China and Chinese clients in the U.S. who need counsel… The goal is to be a 'go to' firm in the middle market for clients with issues touching on China.” He also says that one big potential growth area is representation and litigation related to supply-chain issues.
In addition to the new Houston office, Archer has more than 170 lawyers practicing across eight offices throughout the Mid-Atlantic region.
