PRC law firm Jingtian & Gongcheng has entered into an association in Hong Kong with L&C Legal, which is led by Elaine Lo, former senior partner of Mayer Brown JSM.
Jingtian was previously in a three-year association with Mayer Brown in Hong Kong, and that association ended in August 2018. Lo was senior partner of Mayer Brown JSM until June 2016, when she stepped down to make way for Terence Tung.
“The association witnesses a key step in the strategic development of Jingtian & Gongcheng. The legal service market in Hong Kong is very crucial to us. We trust the association would bring the firm’s practice in Hong Kong to a new height,” said a statement from the firm.
L&C Legal, established in early September, focuses on capital markets, M&A, cross-border investment, regulatory and compliance, investigations, and dispute resolution, etc. The firm was set up by Lo, together with former Mayer Brown securities partner Nicholas Chan. Former Mayer Brown senior associate Li Fai is also a partner with the firm.
Lo is a specialist in China-related work and has spent almost four decades with Mayer Brown JSM. She joined JSM in 1979 and became a partner in 1986. In 2007, she became the first woman to be elected as the senior partner at JSM.
Lo helped negotiate JSM’s merger with Mayer Brown the next year 2008. In 2016, after stepping down as the firm’s senior partner, she remained as a partner and head of Mayer Brown JSM’s China practice, until her departure in June.

竞天公诚香港分所与L&C Legal LLP（中文名称：罗陈律师事务所有限法律责任合伙）决定建立联营关系，L&C Legal LLP由孖士打律师行前首席合伙人罗婉文设立及主导。
竞天公诚香港分所与孖士打律师行在2015年8月签署了三年联营协议，协议于2018年八月底终止。罗婉文一直是孖士打律师行的资深合伙人直至2016年6月，接任者是Terence Tung。
“竞天公诚香港分所与L&C的联营时本所战略发展的重要一步，香港市场对竞天公诚非常重要，联营为竞天公诚香港业务的发展提供了良好契机。”竞天公诚管委会主席赵洋律师表示。
L&C是根据香港法律成立的律师事务所，于今年9月3日正式开业，致力于为客户提供优质的法律服务和切合实际的商业建议，其业务领域包括资本市场、兼并与收购、海外跨境投资、监管和合规、调查和争议解决等。罗婉文和孖士打律师行原证券合伙人Nicholas Chan共同成立了L&C。孖士打律师行原资深律师Li Fai也成为L&C的合伙人。
罗婉文在中国相关业务具备丰厚的执业经验，过去曾在孖士打律师行执业了近四十年：最早于1979年加入，1986年升为合伙人，2007年被选为孖士打律师行有史以来第一位女性首席合伙人。
2008年，罗婉文积极参与并推动了JSM与孖士打律师行的合并。2016年，罗婉文卸任了孖士打律师行亚洲区董事会主席一职，但仍为孖士打律师行首席合伙人、中国业务主管，直至今年6月离开。
