Beijing-headquartered litigation boutique Tiantong & Partners has opened its sixth office in the city of Shenyang in the northeastern Liaoning Province. 

The office has three partners, one counsel and twelve lawyers. It is led by litigation expert Xiaojian Zhang, who joined Tiantong Beijing in 2015 from Tiantong Shenzhen. The other two partners are Zhuang Li and Degang Qu. 

Founded in 2002, Tiantong now also has offices in Nanjing, Shenzhen, Chongqing, Zhengzhou, and Xi’an. The last three were all established this year.

The firm’s expansion has mirrored the establishment of six circuit courts by the Supreme People’s Court (SPC) between 2015 and 2016 in the following cities: Shenzhen, Shenyang, Nanjing, Zhengzhou, Chongqing and Xi’an respectively. These six courts have served to take the load of the SPC, and also boosted regional litigation markets.  

Additionally, Shenyang offers law firms potential for work as a result of being a manufacturing and high-tech innovation centre. 

天同律师事务所沈阳分所正式开业

总部位于北京的天同律师事务所东北总部（沈阳分所）正式开业，是天同在全国的第六家分所，亦是天同全国布局的收官之战。

沈阳办公室目前一共有3位合伙人、1位顾问、12位律师，主管合伙人为张小健律师。张律师2015年加入天同，历获年度最佳诉讼律师、年度最佳案例荣誉。成为沈阳分所负责人之前，张律师曾在天同北京、天同深圳就职。另外两名高级合伙人分别是李壮律师和曲德刚律师。

2015年1月至2016年12月，最高人民法院相继在深圳、沈阳、南京、郑州、重庆、西安设立6个巡回法庭。巡回法庭是最高人民法院派出的常设审判机构，代表最高人民法院行使审判权，其作出的判决、裁定和决定与最高人民法院本部作出的判决、裁定和决定法律效力相同。北京因此不再独享地缘优势，诉讼业务市场的区域性特征凸显，区域性市场将形成新的竞争与合作格局。天同的全国布局战略，正是对巡回法庭设置的快速反应。

除了地处最高人民法院第二巡回法庭所在地，沈阳也是国务院批复确定的中国东北地区重要的中心城市、先进装备制造业基地和科技创新中心，这些均将给律所带来更多法律业务。
