中国铁建股份有限公司近日作为联营体成员和EPC承包商，对泰国高铁项目进行了总额高达74亿美元的投资，史密夫斐尔律师事务所在交易中为中国铁建提供了法律意见，年利达律师事务所则为泰国正大集团及其他联营体成员提供了法律意见。

根据史密夫斐尔的一份新闻稿，该项目是中国企业首个海外高铁投资类项目。高铁总里程220公里，连接泰国廊曼、素万那普和乌塔堡三大主要机场，是泰国“东部经济走廊”的重点基础设施项目，预计2023年开通运营。

史密夫斐尔为中国铁建在项目协议、供应链协议、EPC合同以及联合体签署的合资安排等方面提供了法律意见，团队牵头律师为北京及上海办公室合伙人丘健雄律师和张晓慧律师，吉隆坡办公室合伙人Glynn Cooper等也为本项目提供了协助。年利达此次项目的牵头律师为曼谷办公室高级合伙人Wilailuk Okanurak及合伙人Wanwisar Nakarat。

HSF, Linklaters act on $7.4 bln Sino-Thai high-speed rail PPP

Herbert Smith Freehills has advised China Railway Construction Corporation (CRCC) on its role in a public-private partnership (PPP) agreement to build a $7.4 billion high-speed rail link in Thailand. Linklaters advised Charoen Pokphand Holding and its consortium members.

The 220km high-speed rail is the first high-speed rail investment by a Chinese company overseas and will connect three major airports and five provinces in Thailand when it opens in 2023.

Herbert Smith Freehills is advising CRCC on project and supply chain agreements, including the EPC contract, as well as the joint-venture arrangement related to its role in the consortium. Partners Hew Kian Heong and Ellen Zhang are leading a team of lawyers based in Beijing and Shanghai team, supported by partner Glynn Cooper in Kuala Lumpur. The Linklaters' team was led by Bangkok senior partner Wilailuk Okanurak and partner Wanwisar Nakarat.
