中国建设银行阿斯塔纳分行近日在哈萨克斯坦成功发行10亿元人民币点心债，环球律师事务所、年利达律师事务所、哈萨克斯坦当地律所AGZ Zan Hub Ltd担任发行人律师，金杜律师事务所、安理国际律师事务所则为承销商提供了法律意见。

根据环球的一份新闻稿，这是中亚地区落地的首只以离岸人民币计价发行，并在阿斯塔纳国际交易所与港交所同步挂牌上市的债券。根据当地媒体Kazakh TV报道，募集资金将用于支持当地基础建设项目，以及哈境内其他“一带一路”倡议相关项目建设。

中国建设银行阿斯塔纳分行于2019年9月成立开业，是外资银行在哈萨克斯坦阿斯塔纳国际金融中心设立的第一家分行。阿斯塔纳国际交易所未来期待发行更多以人民币计价金融产品，成为相关产品在中亚地区的交易中心。

Global, KWM, Linklaters lead on CCB’s first dim sum bond in Central Asia 

Global Law Office, Linklaters and local law firm AGZ Zan Hub Ltd have advised China Construction Bank Corporation Astana Branch on the issuance of $137 million dim sum bonds in The Republic of Kazakhstan, with King & Wood Mallesons and Allen & Overy advising the underwriters.

According to Global’s press release, this is the first dim sum bond in Central Asia which has been listed on both Astana International Exchange and Hong Kong Stock Exchange. The funds raised will be used to support local infrastructure projects and Belt and Road Initiative projects in Kazakhstan.

Launched in last September, the CCB Astana Branch is the first foreign bank setting up in the new Astana International Financial Centre. AIX is expecting more RMB issuances from diversified issuers which will contribute to establish AIX as the RMB securities listing and trading center for Central Asia.
