CMS律师事务所在其最新发布的《一带一路:非洲视角》中对全球超过500名参与中国“一带一路”倡议的相关人士进行调研,发现伴随疫情平缓,中国对非洲的一带一路投资将继续增长。

报告指出,2020年,中国非金融对外直接投资额为近180亿美元,与2019年相比增长18.3%,投资目的国达58个,其中针对非洲国家的投资尤为活跃。

伴随疫情逐渐平缓,72%的受访者表示将对一带一路项目持更为开放的态度,62%的受访者表示将继续保持甚至增加对于中国投资项目的参与度。

在活跃板块方面,报告指出,“传统”板块,例如港口、道路、铁路,继续活跃;同时,中国对可持续性的关注开始引发其他投资板块的增长,例如可再生能源项目、数字基建,以及“健康丝绸之路”项目。

46%的非洲受访者计划将来转向关注可再生能源或水电项目——该数字和过去相比几乎增加三倍。同时,86%的受访者预期疫情将极大促进“健康丝绸之路”项目发展。

在项目反馈方面,62%的非洲受访者对于一带一路项目的投资效果表示满意,只有30%表示了不满。

在过去12个月,受访者对于一带一路项目的好感度从64%降低到了54%,降幅和其他国家相比略缓。一半的非洲受访者他们参与的一带一路项目比想象中更具挑战性。

谈到挑战,运营困难是受访者最常遇到的障碍,而法律和合规风险是最普遍的风险因素。66%的非洲受访者和71%的中国受访者认为一带一路项目中的法律和合规风险最为严重。

在争议解决方面,21%的中国受访者和24%的非洲受访者感到相关项目所涉及的争议有所增加——与其他地区约40%的平均数值相比要低得多。伴随“一带一路”2.0的展开,34%的非洲受访者相信争议解决会更加便利,36%则持相反观点。

2019年起,“一带一路”开始进入2.0时代。81%的受访者认为2.0时代最有机会的是路建项目,55%认为是可再生能源和水电项目,53%认为是能源网络和电网项目,49%认为是物流项目。

此外,数字技术也成为更加重要的投资方向,26%的非洲受访者和36%的中国受访者表示他们将考虑和“数字丝路”相关的投资项目。

此外,70%的非洲受访者和83%的中国受访者也认为,2.0时代将迎来更多的非中国参与者。

CMS’ latest BRI report shows Africa eyeing more investment from China

In its latest report Belt and Road: the view from Africa, German law firm CMS surveyed over 500 people around the world who are actively involved in BRI and found that African nations are expecting more Chinese investment as the pandemic settles.

The report shows that in 2020, China nearly invested $18 billion into 58 countries participating in BRI, a figure up 18.3% from 2019.

The enthusiasm is especially high in Africa: 72% of respondents will be more open to new BRI projects, with 62% saying they aim to maintain or increase their involvement in the Chinese investment program.

While Africa will see more BRI projects in traditional sectors such as ports, roads and railways, China's shift towards sustainability has led to a growing emphasis on investments in other areas, such as renewable power schemes, digital infrastructure and the so-called Health Silk Road.

46% of African respondents said they plan to focus their efforts on targeting renewable energy or hydro projects in the future, almost three times higher than in the past. Meanwhile, 86% of respondents expect the pandemic to boost ‘Health Silk Road’ projects.

The report shows that 62% of African participants are satisfied with the outcome of their involvement in BRI, with only 30% expressing dissatisfaction.

However, in the past 12 months, sentiment towards BRI fell mildly to 54% from 64%, with half of African respondents said their BRI involvement had turned out to be more challenging than they had expected.

Talking about key obstacles, operational difficulties are the most commonly cited one for African respondents. 66% of African participants and 71% of Chinese participants see legal and regulatory risk as a major concern in BRI projects.

Meanwhile, 21% of Chinese respondents say legal disputes have arisen in their projects, whereas 24% of African respondents said the same. This is a much lower figure than the average of 40% in the rest of the world, says CMS. As BRI 2.0 continues to develop, 34% of African respondents believe dispute resolution will get easier.

The second phrase of BRI was launched in 2019. 81% of respondents believe road-building projects present the most opportunities, followed by renewable and hydro (55%), energy networks and power grids (53%) and logistics-related projects (49%).

Meanwhile, digital technology is an increasingly important area for growth and investment, with 26% of African respondents and 36% of Chinese respondents saying they would consider investments related to the Digital Silk Road.

70% of African participants believe BRI 2.0 will make BRI more open to non-Chinese participants, as do 83% of Chinese respondents.
