近日,总部位于北京的京师律师事务所正式开始筹建朝鲜、韩国、日本东京三地办公室,进一步拓展东亚法律服务辐射范围。这或将使京师成为第一家于朝鲜设立办公室的中国律所。

据悉,京师朝鲜、韩国、日本东京办公室筹建负责人将由权益合伙人、东亚投资法律事务部主任金世盛律师担任。

金世盛律师自今年9月回归京师,长期专注于涉外法律实务及疑难复杂民商事诉讼业务。此前,他曾于韩国首尔大学攻读国际投资法专业的法学硕士。

京师在一份新闻稿中表示,其将充分发挥中国同朝、韩、日三国地理相近、人文相通的独特优势,持续开展多领域、多渠道友好合作,推动资源双向流动。

三地办公室都将重点关注于外商直接投资业务领域的法律服务。除此之外,韩国办公室还将专注韩国医美项目风险评估、整形医院尽调及项目合同审核;朝鲜办公室为朝鲜对中国、日本劳务输出提供一站式跨境法律服务;日本办公室则将专注于日本置业相关风险评估、项目尽调及合同审核。

值此机会,ALB与金世盛律师展开了独家对话。

ALB:京师东亚三地办公室将各拥有多少位合伙人与律师?

金世盛律师:三地办公室的筹建负责人都是我本人,办公室当然也由我本人来领导。日后会考虑任命常驻当地的团队板块负责人为具体办公室的管理合伙人。

初创阶段每个办公室会有10-20名律师,包括所在国本地律师和总部派驻律师,合伙人包括我自己在内,每个办公室至少要维持2人以上。

ALB:京师启动韩国、朝鲜、日本东京,东亚三地布局的原因是什么?

金世盛律师:在现阶段中国执业律师总数突破65万人次,与10年前相比已经翻了近两倍,行业内卷加剧的当下,京师律所作为北京第一大单体规模律所,中国三甲规模律所,突破行业内卷最行之有效的方法其实就是国际化。

国内律所的国际化本质上是优秀的律所带着自己独特的文化和经验,进入到国际法律服务市场,与其他国家的法治文明、商业文明进行碰撞,通过不断地碰撞融合,融合再碰撞,实现自我革新。

因此,严格来说律所的国际化并没有终点。The sky is the limit. 但有一点可以肯定的是,国际化最优质的试验田正是我们的紧邻,中国同朝、韩、日三国地理相近、人文相通,文化背景及法律实践上具有诸多共通之处。除此之外,无论是从相互投资贸易总量还是活跃度来看都是最优质的试验田。

Jingsh to launch offices in Japan, North and South Korea, eyeing to further expand in East Aisa 

Beijing-headquartered Jingsh Law Firm has officially begun preparations for the establishment of three offices in North Korea, South Korea and Tokyo in Japan, to further expand the radiation scope of its legal services in East Asia. This may make Jingsh the first Chinese firm to set up an office in North Korea.

According to Jingsh, the North Korea, South Korea and Tokyo offices will be led by equity partner Matthew Kim.

Kim as returned to Jingsh since this September, and has long specialized in foreign-related legal practice and difficult and complex civil and commercial litigation. Prior to that, he studied at Seoul National University in Korea, where he received his LLM in International Investment Law.

Jingsh addressed in a press release that it will fully utilize the unique advantages of geographic proximity and humanistic communication between China and North Korea, South Korea and Japan, and will also continue to carry out multi-disciplinary and multi-channel friendly cooperation and promote the two-way flow of resources.

All three offices will focus on legal services of foreign direct investment. In addition, the South Korea office will focus on risk assessment of medical and beauty projects, due diligence of plastic surgery hospitals and review of project contracts; the North Korea office will provide one-stop cross-border legal services for North Korea's labor export to China and Japan; and the Japan office will focus on risk assessment of property purchase in Japan, due diligence of projects and review of contracts.

ALB speaks to Matthew Kim on this occasion.

ALB: Who will lead each of the three offices? How many partners and lawyers will be in each office?

Matthew Kim: I will oversee the establishment of the three offices, and of course, the offices will be led by me in the future, and we will consider appointing the head of the team based in the local area as the managing partner. In the initial stage, each office will have 10-20 lawyers, including local lawyers in the host country and lawyers stationed in the headquarters. Speaking of the partners, including myself, should maintain at least 2 in each office.

ALB: Why Jingsh want to launch in South Korea, North Korea, and Japan?

Matthew Kim: At this stage, the total number of practicing lawyers in China has exceeded 650,000, which has nearly tripled compared to 10 years ago. As the industry has intensified, the most effective way to break through for Jingsh is internationalization. 

The internationalization of domestic law firms is essentially a way for excellent law firms to enter the international legal service market with their own unique culture and experience, to collide with the rule of law and business civilization of other countries, and to realize self-innovation through continuous collision and integration. 

Therefore, there is no end to the internationalization of law firms, only the sky is the limit. However, it is certain that the best testing ground for internationalization is our neighbors, North Korea, South Korea, and Japan. As we are geographically and humanistically similar and have a lot of commonalities in the cultural backgrounds and legal practices.
