经上海市司法局批准,总部位于伦敦的高伟绅律师事务所与上海和平律师事务所正式在上海自贸区设立联营办公室。
据悉,该联营办公室将专注于为客户提供涵盖公司事务与并购、金融监管、反垄断、知识产权以及争议解决等广泛领域的法律服务。
上海和平律师事务所于 1993 年由创始合伙人郭惠明、成静雯创立,是上海最早成立的律师事务所之一,曾直属于上海司法局,并于2009年改制成为合伙制律所。
根据公开信息,郭惠明律师毕业于复旦大学,1985年开始律师执业,服务于涉外法律领域;创始人成静雯律师曾在上海市侨联工作,较早参与了涉侨涉外法律服务。
此外,和平所网站还特别列出几位业务主管律师:马云律师服务于中外企业双向投资,尤其擅长工业及制造业、医疗保健与生命科学、消费品与零售等行业;刘天峰律师主要服务于金融产业的监管合规事宜;彭绪秋律师主导该所的知识产权业务。
上海律师信息平台显示,该所目前有28位律师。
2021年,和平所搬迁至上海陆家嘴,开始向涉外国际化业务转型。

上海自贸区中外律所联营试点自2014年启动,截至去年底,共有8家律所在此展开联营,不过大部分联营都发生在2020年以前。
Clifford Chance launches Shanghai FTZ joint operation with local firm
Magic Circle firm Clifford Chance and Shanghai He Ping Law Firm have established a joint operation office in the Shanghai Free Trade Zone (FTZ), following approval from the Shanghai Justice Bureau.
The joint operation will focus on providing legal services across corporate and M&A, financial regulation, antitrust, intellectual property, and dispute resolution.
Shanghai He Ping Law Firm, founded in 1993 by partners Guo Huiming and Cheng Jingwen, ranks among Shanghai's earliest law firms. Initially under the direct supervision of the Shanghai Justice Bureau, it restructured into a partnership in 2009.
According to public records, Guo, a Fudan University graduate, began practicing law in 1985, specializing in foreign-related legal matters. Co-founder Cheng, previously with the Shanghai Overseas Chinese Federation, was among the early practitioners in overseas Chinese-related legal services.
Key practice heads at He Ping include Ma Yun, who focuses on cross-border investment with expertise in the industrial manufacturing, healthcare and life sciences, and consumer retail sectors; Liu Tianfeng, who leads financial regulatory compliance; and Peng Xuqiu, who heads the intellectual property practice.
The firm currently has 28 lawyers, according to the Shanghai Bar Association.
In 2021, He Ping relocated to Shanghai's Lujiazui district, marking a strategic shift toward international practice.
"He Ping has a deep understanding of PRC law and extensive experience in advising on China-related matters.
